Donald Stepp, of Middle River, spent two years in federal prison in West Virginia following his involvement with corrupt Baltimore Police Sgt. Wayne Jenkins. Stepp, 55, who testified at the trial of the Gun Trace Task Force about various crimes, was released in January.
